[pmwiki-devel] New year clean up

I'm trying to get rid of all the warnings from my instance of PmWiki.

I just noticed that TOTALCOUNTER
<https://www.pmwiki.org/wiki/Cookbook/TotalCounter>
gives a PHP Warning:  file_get_contents(wiki.d/totalcounter.stat): failed
to open stream: Permission denied
[note I added some code to find more specifically where the error is
occurring, its at line 471 of the PmWiki current version]

Yet totalcounter.stat is there, my wiki works fine (i.e. wiki.d has read
write permissions),
but recently I upgraded to PHP 7.4

I'm hoping sometime can point me in a direction that will help me resolve
this issue
