I've worked a bit at something like this -- i.e., via a installation
/diagnostic script that runs only upon request or when the admin 
hasn't created a local configuration script.  But I count this as 
being something to be done shortly after a 2.0 release, rather than 
immediately.  However, if you all think it's a higher priority than
that...
