I just added this as as http://www.pmwiki.org/PITS/00226 -- 
people can append votes there.  :-)

Just in case anyone isn't familiar with our voting system (we haven't
described it in a while):  we vote on PITS item prorities by appending 
a digit from 0 (meaning "don't do it") to 5 (meaning "need it now") 
to the list of existing votes.  Thus a vote string of "415" indicates 
two high-priority votes and one low-priority one.
