I don't think you can have separate CSS per page in an automatic form, but you 
can by having a different skin. eg, on my system, compare 
http://www.kallisti.net.nz vs. 
http://www.kallisti.net.nz/RobinsStuff/HomePage

in wiki/local I have RobinsStuff.php:
<?php
  $PageTemplateFmt = "/var/www/html/pub/skins/kallisti-new/jh.tmpl";
?>
which has the new HTML template, which loads the new CSS.
