That's not a bad idea I guess :) however then you need a CSS for every group. 
If you have many groups that require the same CSS, you are forcing a download 
for each of them. By having a different template for each one that needs to 
be different, you are only forcing a download where it is necessary. I think 
your $Title one achieves that, and would be equivalent downloading to 
defining a separate template for each group that needs it. You only download 
the CSS for the pages you view anyway.
