Normally I think this would belong in the header or the footer of
the template.

They can--the formatting of links is controlled by several variables:

   $WikiPageExistsFmt - links to pages that already exist
   $WikiPageCreateFmt - links to non-existent pages
   $UrlLinkFmt        - external links
