I don't want to get too stuck into debates, although I would use this markup => 
I don't think its feature bloat :)

I would sooner have:
[[include:SomePage#from]]   to include everything after #from
and:
[[include:SomePage#from#]]  to include 1 'unit' starting with #from

Since this is closer to how an HTML anchor / url works.  However I'm not going 
to worry about it.

This would make the most obvious 'unit' being to the next anchor.  The only 
issue with that is that there would then be a need to add obscure anchors just 
to make this markup work from another page, see below.  Again I'm not too 
worried what unit is used.

The one thing I would say though, in any case where the anchor doesn't exist I 
would rather the wiki gave a clear indication that it wasn't work (e.g. "missing 
anchor: ...") rather than fail silently.  That way editors can find problems 
more easily.

Perhaps the major risk here is that there would be anchors on one page that were 
key to operation on another page.  This isn't exactly obvious to the user and a 
well meaning user could decide to clear up anchors that were necessary for 
another page.  Whatever minimises this risk is probably preferable, this having 
the "missing anchor" message, and a 'unit' that doesn't use another anchor is 
probably best.
