Yes, it may be useful for something in the future, but would add
confusion if used for files in pub/skins/. That is, it's a bit too
complex to tell people:

"Your template file should reference pub/skins/myskin/theme.css, but
the template and theme.css should actually go in pub-src/ instead..."

Admittedly, though, in your template you'd want to use relative names and
not mention the path at all.
