Maybe I am missing the entire point of these suggestions, but why are 
hierarchical groups needed? Can't there just be a single, normal PmWiki 
group dedicated to configuration pages called something like PmConfig?

The community of Skin and Cookbook authors must be significantly smaller 
than all PmWiki authors, so having them share that group should not be a 
burden and it will prevent every author from accidentally choosing a 
pagename that is reserved for configuration. Skin authors may even choose 
to establish standard names such as PmConfig.TopBar which would make trying 
different skins much easier.
