I think we can already do this with categories:

   Tags: [[!wiki]] [[!documentation]] [[!pmwiki help]] [[!administration]]
   [[!cookbook]]

See http://www.pmwiki.org/wiki/Test/Tags .  In particular, from that
page clicking on the "skins" tag will take you to the "skins" category
page, which displays all of the other pages containing the skins tag.
