I still prefer to have one >>...<< around the question /and/ its answer.
That way, when section editing comes to fruition, one can edit each
Q and A pair separately from the rest of the page.
The logical page structure becomes:

(:toc-back:) (optional)
>>qanda<<
Q:
A:
(:toc-back:)
>><<
!Another section heading
and so on.
As you point out, the >>qanda<< markups can be inferred from a Q:
and a Q: block ends with another Q:, a heading or an explicit >><<.
