NOT TRUE! It works! You gave me the necessary clue!
For some reason, when I copied the files to the cookbook directory the 
permissions were set to "740". They definately were not readable. I set 
them to "644" and now everything works.

1) Why was no error given that would indicate that it couldn't find the 
file? Is there some error checking I could turn on to find these type of 
problems?

2) Now I get it! When I want to check a recipe....actually load 
something that uses the recipe and then the content of ?action=diag 
changes to show the current state of the system
