The biggest reason is I do not want the CMS action items in
Site.SideBar. The current action items are not in Site.SideBar. Also,
by incorporating the use of a shared wiki lib directory (e.g.
shared-wiki.d/), the CMS menu would be available to all fields within
a Farm. The Site.SideBar is frequently edited, which could lead to
problems. One may wish to allow mundane editors to edit Site.SideBar
without allowing them to edit the CMS menu.

Of course, TIMTOWTDI, so if somebody would prefer another way, that is
fine. However, I found this to be a very painless adaptation of
AuthUser to the CMS behavior of CMS Like. Although, I am experiencing
pain trying to get shared.d to work (by modifying $WikiLibDir).
