I also tried enabling $UnapprovedLinkCountMax = 5;
and got:

Parse error: parse error, unexpected T_VARIABLE in
/home/otterpro/public_html/pmwiki/local/config.php on line 227

(where 227 is the line that $UnapprovedLinkCountMax is set.
