I'm not sure I understand the question entirely, but I'll take a stab
at answering anyway.
I'm guessing that what you want is a way to create a link such that
when the link is activated the reader's browser jumps to the
SelectHealth/ServiceOrganizations page and scrolls directly to the New
York Online Access to Health link. If this is indeed what you want,
then add something like [[#nyonlineaccess]] to the markup on the line
containing the New York Online Access to Health link.

writing [[SelectHealth/ServiceOrganizations#nyonlineaccess | link text]].
