I'm still working out the details of user preferences and access keys;
what you see now in the distribution is a first draft.

Site/Preferences is missing solely because I haven't added it into
the distribution yet.  But even when I do, it's not clear that the
page will be loaded by default -- i.e., an admin would have to do
an explicit call to XLPage to load the preferences.  (There would
be a note about this in sample-config.php.)  I'm a little concerned
that the existence of Site.Preferences in the default distribution
would imply that it's somehow already active.

At any rate, the standard ak_* settings are going to be placed in
the default translation table, which Site.Preferences (or any page,
really) can override if the wikiadmin enables it.

You mean it doesn't remove the author cookie?  Yeah, that's a separate
cookie.

I agree that we should not require {$Author} to be set in order for
the page to work.  

But overall, I think the takeaway message here is that I'm still working
out some of the details of user and site preferences and the interfaces
for how they can be set.  Also, don't take anything that currently
exists in the Site group as "official" (in the sense of "final") for the 
distribution -- many of the pages that exist there are still being
experimented upon and haven't been blessed for the distribution yet.
