I've been wanting to work on this but have been away at a conference.

What should we use as the markup for this?  If we do something
like:

    #2517 text

then it becomes something of a question of knowing if the author meant 

    2517.  text

or

    1.  2517 text

I suppose we could key on whitespace here, so that "#2517" produces
the first, while "# 2517" produces the second.  I also wonder if this
should be a wikistyle:

    # %start=2517% text

This latter one makes a little more sense if we recall outline
lists, plus doesn't have much in the way of ambiguity.

    # %roman start=3%    This starts the list as "c." .

Comments, ideas?
