This would seem to only provide the option of one template, blank or
otherwise. This might be a start -- a choice of offering several templates
would be much better. 
 
Perhaps one could dedicate a "template" group that would store and provide
a source for a drop down list of templates or forms. If the template group
is empty (non existant), an "insert template" option wouldn't display. If
the wikimaster wants to control the templates, a password might be required
to add to the template group. Or leave it open for users to add
templates...
