Unfortunately this means that the PmWiki site would be the one
doing the user-preference retrievals from a third-party site
(as opposed to the browser doing it), and that's probably not
a good model to be promoting -- lots of network admins would look
quite suspiciously at that.

Better is to simply provide an easy way to manage user preferences,
and an easy way for someone to move those preferences from one site
to another.  But it's definitely a cookbook item for now, and I don't
even want to try to figure out how we'd get all of the different skins
to cooperate on such a feature.
