To use internationalization itself doesn't require much additional
configuration.  However, at present any internationalization that is
trying to use utf-8 as the character set does somewhat expect 
mbstring to be available so it can properly capitalize characters
in page names.  (I have a workaround for this but just haven't had a
chance to implement it.)
