I haven't done this yet because it has the potential to cause
confusion; an uploads/ directory typically doesn't exist until
uploads have been enabled and a file has been uploaded. So
a new administrator might be confused by what to do with this
variable if uploads doesn't exist yet.
Thoughts? It might be okay if sample-config.php contained
a reference to $UploadUrlFmt in the same section that
sets $EnableUpload and other upload variables...
