Overrides are less important if whole words and regexes are available.
I hadn't really thought it through beyond being able to do something
like
sitewide
block:foo.com

in a field:
unblock:foo.com

or make it more generic:
block:foo.com
block:thefoo.com
block:party.net

unblock:foo.
