I've seen it before where the person installing pmwiki copied the
config.php from
  http://www.pmwiki.org/wiki/PmWiki/InitialSetupTasks
thus ending up with TZ=EST5EDT on a server located in Sweden/CEST. 

Also, I believe moving a wiki installation into a different timezone is
not that improbable, considering its popularity.


That said, my consideration was kinda flawed, as it wouldn't break
RecentChanges, only external links (bookmarks and the like).
