I am not sure what you are after.
Do you want to force the appearanc eof a horizontal scrollbar by using
wiki styles?
The answer for that is: its not possible.

Or do you want the quoted text inside a box with  a horizontal
scrollbar, if it gets too wide?
I would not know how to do that.

If you use divisions with  afixed width, text will wrap naturally.
Unless it is preformatted text, in which case long lines may spill over the box.
