As a counterpoint to what I just wrote, I should also note that
I'm not a big fan of the words "commercial license" for this
either -- it doesn't accurately describe the license.  But I haven't
come up with a better phrase that isn't equally or more confusing.
If anyone has any suggestions, I'd love to hear them.

"Institutional license".  The only folks likely to want it will be
those you've described, institutions.  If you want to make it clear that
it isn't required, go with "Optional Institutional License".
