German characters will work just fine in utf-8, but the existing
PmWikiDe.* pages won't display properly when utf-8 is loaded
(because those pages were created in iso-8859-1).

So, try loading utf-8 and then creating a page or two containing
the German characters. It should work. (If it doesn't work,
is there a url I could test?)

In the longer run I'm thinking about making an option to PageStore
that can automatically convert existing pages into utf-8, for
sites that want to migrate to utf-8 encoding. But I suspect that
needs to be folded into the other changes planned for PageStore.
