[pmwiki-users] Building the 2.1.0 documentation

I kind of liked "DocumentationToDo" because it made it clear what kind of
attention was needed.  When I first saw "UpdateMe", I thought it might be a
tag indicating that the underlying functionality needed some sort of update.

In fact, a tag like that would be helpful.  I'm sure there are recipes that
haven't kept up with the betas, some that may not have "lead developers" any
more, but that it would be nice to be able to use if they were updated.
