If your site is generally in German you may just want to use
Site.SideBar in your German translation (with links pointing to the
German documentation). You would  not need a SideBar page in group
PmWikiDe then. This page comes as part of the
i18n/wikilib.d/PmWikiDe.* (?), so you would need to delete or rename
it in wikilib.d

The skin template file: in skin directory: *.tmpl
It usually specifies to load a group's Sidebar if it exists in
preference to Site.SideBar (or Sitegroup.SideBar)

It is not needed generally, depending on your purposes for the site.
Group specific SideBars can be useful, as the SideBar in the German
group on Pmwiki is useful, but don't take this setup as a model.
So it really depends what the groups are used for, if they should
carry special group-specific menu items.
