Clayton, I think this is usually something to do with browser handling
of file types.  When it comes up with the download prompt, see what
the file extension is.  I know in Firefox you can set what it should
do with each filetype.  I hardly ever use IE but a quick glance just
now didn't turn up any such settings, so it may be something in
Windows itself.  This is usually dealt with from "Folder options".  In
XP, from Windows Explorer, select from the Tools menu "Folder options"
and then the "File Types" tab.  Have a look at the differences between
differently behaving machines and see if this helps.
