Perhaps you can put your question a little bit clearer, i.e.
which kind of users?
you can hide pages by setting a password to their read attribute.
GroupName.PageName?action=attr brings up a "password" attribute page,
where you can allocate read, edit, upload etc passwords. you can
allocate a password to a group of users too. But for this you need to
include scripts/authuser.php (part of pmwiki) and read up on how to
configure for it: http://www.pmwiki.org/wiki/Cookbook/AuthUser is a
good start.

Each group can have it's own SideBar. Just create a page called
SideBar in each group. pmwiki will use it, if it exists, in preference
to Site.SideBar.
