Anything that you expect a browser to be able to access has to be
available by *some* url.  This includes .gif, .jpeg, .png, .js,
and .css, which is really all that pub/ needs to hold.  (For
convenience we put the skin .tmpl files into pub/, but it's
not absolutely necessary and it's not normally any sort of
threat.)

I never said that wiki.d/ files have to be publicly available
via url, in fact it's better if it isn't.  The only things
that have to be publicly available are the items I listed above.
