  when I  wrote "it works", it is due to my poor english. I meant : it is doing something.
  I saw progress bar of IE moving.
   
  Now, I tried with a small file, and it succesuffly worked !
  As per your advice, I had delete the upload directory.
  It even created the "upload" directory(pmwiki did not prompt, but it is just fine). 
  Still does not work with a 2.9M file
   
  Now, using phpinfo (), I see that "upload_max_filesize" has been set to 2M
  I guess this limit is set in php.ini
   
  So this were not a matter of unix rights

When you say "it works" -- do you mean that the file is
correctly uploaded, or... ?

It will prompt only if the uploads/ directory doesn't exist. If
the directory exists, then it doesn't need to create it. :-)

What's the ownership of the uploads/ directory? For that matter,
what's the ownership of the wiki.d/ directory (they should be the same).

Just remove the existing uploads directory, and then PmWiki will
prompt for its creation. (The prompt may appear at the bottom
of the page, though, instead of the top.)
