Yes, the "link=" argument to pagelist uses the targets= attribute
of the pagefile.  (Otherwise it would have to process the markup
for the entire page to decide what targets to use.)

The ImportText recipe automatically takes care of generating
targets=, as well as any other attributes that may be needed.
