But I suspect that a common usage pattern for something like
this would be in lists of various sorts:

    * [[Target 1]]
    * [[Target 2]]
    * [[Target 3]]

Suppose the visitor doesn't have read permission to Target2.  Do
they then see ... ?

    * Target 1
    *
    * Target 3
