Configurate the users not to use something else than [a-zA-Z_0-9] for 
filenames, page names etc., preferable all lowercase if you can't 
exclude to use Windows.

PmWiki maps page names directly to file names, so you will observe 
every known filename issue (case sensitivity, charcter encoding) some 
day.
