[pmwiki-users] Problem w/ French in Monobook

Apologies for occupying so much bandwidth lately.
Here's a quick (I hope) i18n/l10n question re a second wiki I run, which has
me stumped. I use the multilingual function for English and French - mostly
okay but for a pesky and prominent detail.
The translatable elements (commands) seem to be in an 8-bit encoding, which
my wiki - in utf-8 mode - reads as the empty square or diamond with question
mark (according to the browser). I can shift the encoding in which the
browser looks at it to windows 1252 or iso-8859-1 which solves that problem
but then the French content is all messed up.
I tried de-activating the utf-8 feature to see, but no solution there
(that's actually a relief). Do I need to rewrite something in the template
or what?
Specs:
* 2.1.27
* Monobook skin
* uses the multilingual feature (En & Fr)
