I just download the "latest" from:
http://www.pmwiki.org/wiki/Cookbook/Skittlish

and got:

$FmtPV['$SkinName'] = '"Skittlish"';
$FmtPV['$SkinVersion'] = '"1.1.1"';

1.1.2 is not available.
