Yes, it should work fine. You will need to put something like this into your config.php to get the variable (see http://www.pmwiki.org/wiki/Cookbook/MoreCustomPageVariables):

$FmtPV['$Today'] = 'date("Y-m-d")'; // 2006-03-29

Then the following should redirect the user if the link doesn't contain "?approved=" followed by today's date.
