[pmwiki-users] Update of Toggle recipe

It has been a while since Toggle was last updated (2009).

Finally Toggle behaves friendly to browsers without javascript
and will show all content and no toggle links/buttons for those
browsers.

Tooltips are added as well to toggle links.

A new group=<classname> option is added, which allows hiding any div
with class <classname> while showing the associated (via id) div.
This can provide an "accordeon"-like behaviour, showing one section
while hiding others.
Note that this works well with default Show and Hide labels used in
multiple toggle links, but if your toggle links have individually
different labels, Toggle will mess up the display of these when
group=<classname> is set. This is a known bug, and I have not found a
way how the javascript can get all the correct labels for the
associated toggle links when toggling multiple divs.
