AFAIK, the lowest PmWiki goes in access control is to the page level. Thus, you'll have to put each PTV or section on its own page to make use of PmWiki's access control mechanism. If you have a set of PTVs that need the same access control (e.g. containing all the private information about user X), they can go on the same page.
If security is not an issue, or if you want to create your own mechanism, there may be other solutions that you could develop - it all depends on what you are trying to do.
