One way to achieve this is to create your own styles in local.css,
e.g.
h1 {page-break-before: always;}

or simply use the appropriate CSS for page media
<http://www.w3.org/TR/CSS21/page.html>, in block markup
<http://www.pmwiki.org/wiki/PmWiki/BlockMarkup-Talk> on a wiki page.
e.g.
