[pmwiki-users] Suppress WARNING in pmwiki.php

Hi Peter and thank you Petko - no they don't look like that at all to me
but that's what is generated.
Petko has kindly agreed to change the function in the next release and my
host has changed the open_basedir from 2 specific folders to "open".

I agree Windows is not the ideal platform but it's what I am used to I'm
afraid.
