[pmwiki-users] Warning: session_set_cookie_params() (etc.)

I could not experience this on my wiki but added a check that should fix 
this.

On the ChangeLog page, you can get the nightly version, or a partial 
export with only the files changed since pmwiki-2.3.18. If you can test 
it, let me know if it works and if you can still login and edit.
