It will need changes to the template file, and changes to the css.<br>

But the template file is the core, it is the template for the HTML,<br>

it provides the raw structure.<br>

And do not expect 2016 will evolve to have a switch to a horizontal top menu.<br>

That would make it into a rather complicated skin, not one meant to be core candidate.<br>
