because the skin is using custom functions, not just a simple <br>
<span style=" font-size: 11pt;">SetTmplDisplay('Page...Fmt') call.<br>
For instance Amber's (:noaction:) directive disables<br>
both action links in the header as well as the page footer,<br>
and the top actions are not in a section called PageActionsFmt, <br>
but PageTopActionsFmt, since there is another section called<br>
PageFootActionsFmt.<br>
