Propose a new structure.  :-)

One of the reasons I put "<html><head>" into $HTMLDoctypeFmt was because
I didn't want to create a separate variable just to hold the "<html><head>"
tags.  If someone can come up with a better structure, I'm *very* amenable 
to finding a way to accommodate it.
