PmWiki isn't designed for XHTML 1.1 compatibility yet--it just shoots for
XHTML 1.0 Transitional, which does allow the "border" attribute.  At some
point in the future I may go for XHTML 1.1 in the default installation,
but for now I'm happy with XHTML 1.0.

The border attribute is needed in case images are embedded in links;
without it many older browsers will render a link border around the image,
which often isn't desired.  A site administrator can always set a new
value for $UrlImgFmt in the local/config.php file if XHTML 1.1 compatibility
is needed.
