setup-local.php
I think that sample-local should be as verbose as possible, but that the
setup-local shouldn't necessarily be so verbose. But that's just my
opinion.

Probably not too bad if the path stops there.
It's starting to sound like you need the moral equivalent of /var to
place these things and just leave /local the way it is. Then you can
ammend the docs to say something like
Look in /var for sample configuration files or those generated
by the setup software. These files may change during upgrades or
setup, so if you choose to use one of these configurations, you
need to copy it to /local.
et cetera.
