In any given PmWiki installation there will clearly need to be at least
one person who has some knowledge of PHP. That person is going to be the
one to set up the config files and so forth. He or she will have to
understand how to edit a PHP file and how to set variables but not
necessarily have to understand complex things like regexps or conditional
control structures.

The key thing with the new template structure is that it's much easier for
a designer to come up with a layout and much easier for the PHP admin
person to implement the layout. There will be plenty of situations in
which the designer and the PHP/admin person will be the same person.
However, in many web development companies or big corporate entities the
designers are graphic artists with little knowledge or interest in coding.
The templating system will allow those types of users to easily integrate
PmWiki into their development models.
