<div class='p' />  or something like that sounds great to me.  But I wonder
if browsers would have the same problem with empty <div> tags that they do
with empty <p> tags...?

Simply that I think it's reasonable that multiple blank lines produce
a single blank vertical space, and that an author should have to do a
little bit of extra work if he/she wants more vertical space than that.
